At 4Children's Make Space conference last week, Paul Boateng, chief secretary to the Treasury, said: "What we will be doing in the weeks and months ahead is to build on the structural changes that are already there to allow us to build on the preventative agenda."
Boateng stopped short of saying that the existing Sure Start programme would itself be extended to young people, but said: "You will find in the green paper that we are moving the Sure Start agenda forward."
A source close to the Government told Young People Now that draft versions of the green paper's first section, Places to go and things to do, which deals with activities for young people, have been amended to include a multi-agency target for preventative work around offending.
