The green paper is the Government's most detailed response so far to Lord Laming's inquiry into the death of Victoria Climbie. It marks a significant overhaul of services for children and young people.
Every council will have to appoint a director of children's services, children and young people's minister Margaret Hodge said prior to the publication of the green paper on Monday. The directors of children's services are proposed to be accountable for the delivery of youth services in each area.
There is no immediate indication of what the overlap will be between the new children's directors and the existing directors of education, but schools will be pivotal in joining services.
