ANALYSIS: Green Paper - Workplace upheavals in store

The closely guarded contents of the long-awaited Government green paper on children was referred to by one speaker at a Local Government Association (LGA) conference last week as the unmentionable "Voldemort" of public policy, and as the "missing guest" by another. It has been the subject of intense speculation and conjecture by professionals and media alike over recent months, mainly because the contents are subject to change at a moment's notice.

Paul Ennals, chief executive of the National Children's Bureau, asked: "Why is the green paper being so difficult? Civil servants digging in one area tend to unearth a can of worms in another."
