It was highly anticipated but much of its content had seen the light of day already. Significant though it was, in the end the children's green paper held few surprises (YPN, 10-16 September, p2).

Instead Every Child Matters, which is now at consultation stage, offered further clarification of the Government's belief that greater co-operation between services is the best way of helping children and young people.

Much of the green paper's focus is on reforming social services, but many of the proposals will also have an impact on the youth work sector.
