The London borough wants to extend the project across all 17 wards in the area. This would give young people an opportunity to practice urban art in a safe and legal environment.
Daniel Elgar, 19, and Bradley Chapman, 21, were killed late on 12 January when they were hit by a Tube train outside Barking depot, in east London.
It is suspected they had entered the area to paint graffiti.
Barking and Dagenham set up a graffiti diversion project before Christmas. This gave 10 young people aged 13 to 19 the chance to work with a local artist.
