The new senior civil servant, who will become the seventh member of the education department's corporate management board, is expected to create a "powerful, integrated force" to improve policy for children and young people across government, support the minister in converting policy into delivery, and meet government targets.
Reporting to permanent secretary David Normington, the appointee will have responsibility for leading the agenda to be covered by the imminent children's green paper and will develop partnerships with external agencies in the youth sector.
The move was welcomed by The Children's Society, which was consulted over the post. Chief executive Bob Reitemeier said: "It will be an enormous responsibility for the job-holder, so we would like to see someone with a background of working with children and young people taking the role."
