The plans, unveiled in her speech at the Young People Now Foundation conference on 26 November, include national standards for statutory youth services, more Ofsted inspections and Government intervention where services are failing.
Hodge also promised legislation to make the youth service, and other statutory children's authorities, accountable in child protection matters and a new qualification for children's workers. "The youth service is crucial to our goals and I want to see a better youth service," she said.
Every statutory youth service would have to measure itself against Department for Education and Skills (DfES) standards and explain how it will rectify any shortcomings.
