Performance indicators for individual services, such as youth work and social work, will be introduced alongside 25 general measures.
The measures will be based on the Every Child Matters outcomes: being healthy, staying safe, enjoying and achieving, making a positive contribution, and economic wellbeing. Progress will be examined annually.
Hodge revealed the plans at last week's Funding The Future conference, aimed at the voluntary sector.
She told the audience in London that the green paper for youth was unlikely to appear until just after Christmas and that its proposed policies on advice and support would take into account the Tomlinson report on 14-19 education reform. The advice section will cover more than just careers advice.
