Funding: Youth service spending is up despite fall in budget share

The share has dropped from 1.24 per cent 10 years ago to 1.12 per cent in 2005-06. But the average youth service spend per head on 13- to 19-year-olds increased from 75 in 2004-05 to 80 in 2005-06. There was a further increase of 20 per head when funding from sources other than the Education Formula Spending allocated by central government is taken into account.

Spend per head varied across authorities, from 41 to 200. Thirty-two spent more than the target of 100, set by Resourcing Excellent Youth Work, while nine spent less than 50.

The audit shows local authorities contacted on average 27.5 per cent of their 13-19 population, up from 26 per cent in 2004-05, compared with the target of 25 per cent. In 1998-99, the figure was just 18 per cent.
