London local authorities spend the highest amount per head on 13- to 19-year-olds and local authorities in the east of England spend the least, according to The National Youth Agency's latest audit for the year 2004-05. The same was true in last year's audit, although the eastern region has decreased its spend per head by 5 since 2003-04, and London has increased its spend by 20 per head. The East and West Midlands have increased spending since last year by 14 and 10 per head respectively, moving from below to above the national average. The average English authority spent 75 per head, an increase of 5.6 per cent (4) on 2003-04.
