David Hawker, chair of the Association of Directors of Education and Children's Services (ADECS), is also arguing for ring-fenced funding for youth services.
"Some authorities spend well on youth and others do not," he said. "I congratulate the Government on the opportunity fund and capital fund, but neither will pay for the youth service."
Hawker said the Government could boost support for young people's services by increasing pressure on local authorities to spend existing money on youth services, increasing the local government settlement to take account of youth services, or providing a ring-fenced grant.
The lobbying will be led by ADECS or by the new umbrella body for children's services, formed from the merger of the organisation with the Association of Directors of Social Services. It is due to be unveiled in October.
