Funding: Budgeting uncertainty hampers planning for children's services

Government delays in finalising funding settlements for children's social services are causing huge problems for councils, which are finding it impossible to plan their budgets.

In the worst case scenario, the uncertainty could lead to cuts in Sure Start and Children's Fund projects at some places if their settlement is less than expected.

Children Now has learned that the Association of Directors of Social Services and the Local Government Association will make a joint appeal to the DfES next week to urge them to indicate whether they should be planning for growth or savings.

Chancellor Gordon Brown announced the 2005/06 settlement for the DfES in July but it is unclear what this will mean for individual councils.

ADSS president Andrew Cozens said he did not think the final figures would be available until October or November. This would make it hard for local authorities to plan future council tax needs, for example.
