Local authorities had been expecting to find out funding levels for 2008to 2011 in October, but leaked documents seen by Children Now show somekey areas of Government funding will not be announced untilDecember.
Major programmes affected include: Positive Activities for Young People,Teenage Pregnancy Local Implementation and the Youth OpportunityFund.
Other December announcements will include funding linked to the CareMatters white paper, eCAF and more details on the review Aiming High forDisabled Children.
David Hawker, outgoing director of children's services at Brighton &Hove City Council, said this means there will have to be some "educatedguesses" on how much money councils have.
"December is a bit late for planning, some local authorities have gone along way along the road for setting budgets for the next year," hesaid.
