Wakefield Council is considering changes to how it assesses same-sex couples after a gay foster couple from the area were convicted of abusing the boys in their care.
An internal review in the case said the council's assessment process wasnot at fault but recommended additional guidance on assessing same-sexcouples.
Kitty Ferris, the council's director for children in need, told ChildrenNow: "You might want to explore issues such as the development of theirsexuality and the impact on their families."
David Holmes, chief executive of the British Association for Adoption &Fostering, said vigorous assessment is important but it is "veryimportant not to fall into the trap of confusing sexuality withpaedophilia".
