Experts to set out Scottish framework

The Scottish government has brought in around 100 representatives from childcare and local government to hammer out its early years framework.

Four task groups have been created to develop specific policies, carry out focus groups with parents and report back to ministers by autumn. The task groups will look at parenting, communities, integrated services and workforce issues.

Those involved include local government group the Convention of Scottish Local Authorities (Cosla) and charities such as Barnardo's Scotland, whose director Martin Crewe chairs the communities task group.

"We are working under the assumption there will not be much extra funding and that what money there is will not be ringfenced," said Crewe. "This presents a major challenge in which we are looking to ensure early years is a priority while at the same time giving councils financial freedom. That is why it is important local government is also represented so we can come up with an agreed set of ideas."
