Scottish Government set to publish early years strategy

A major early years strategy is on the cards for Scotland, education secretary Fiona Hyslop has said.

The strategy, which the Scottish Government said will be published next year, will be based on four themes. These are building parenting and family capacity from pre-birth into childhood; creating a community to provide a supportive environment to children and families; delivering services to meet the needs of children and families; and building a workforce to deliver high quality integrated services.

"Support will vary depending on the family," Hyslop said. "Some may need help confidence-building, but wherever possible we will aim to reduce the state's role over time. The community will have a major role."

A spokeswoman for the Scottish Government said she could not comment on any funding likely to be attached to the strategy until the budget announcement next week (14 November).
