The report, Playing the Game, uncovers major flaws in the complaints procedure in prisons, and that young Black offenders were often unaware of the procedure or mistrustful of the system.
The research is the first of several findings from the charity's two-year Just Justice study, which is being funded with 150,000 from the Community Fund.
Professor David Wilson, criminology expert at the University of Central England, interviewed 45 Black 16- to 17-year-olds at three unnamed institutions.
Verbal abuse by prison officers, including being called "nigger", "chimp" and "golliwog", uncleaned racist graffiti, and a bureaucratic system that did not listen to complaints were all widely reported by the young offenders.
