The September Guarantee promises an offer of appropriate learning or employment for every school-leaver in England.
But regional directors of the Learning and Skills Council (LSC) are concerned that some rural areas will not be able to guarantee suitable placements.
Julia Dowd, director of young people's learning at the national LSC, said: "Regional Learning and Skills Council directors are concerned about choice in isolated rural areas and about the relationship between local authorities and Connexions."
Steve Stewart, chief executive of Connexions Coventry and Warwickshire, suggested the problems could be on a larger scale. He said an LSC evaluation suggests 30 out of 47 local LSC offices are facing difficulties. The LSC denied any evaluation had taken place.
