Councils fail on September pledge

Local authorities look unlikely to have met the target to offer all young people a place in training or further education by the end of September, Connexions service chiefs have warned.

The September Guarantee requires that all young people are made an offer of learning by the end of September after they complete Year 11. But Steve Stewart, executive director of Connexions Coventry and Warwickshire, has told CYP Now this target would not be met. "In my area there are 145 young people still waiting for a place," he said. "And I suspect the situation is worse in other areas. Nobody wants kids that were difficult at school. We need additional provision because at the moment there isn't the right kind of learning for everybody."

Stewart said the Learning and Skills Council should involve young people in decisions about which colleges and trainers should be used to deliver the guarantee.
