Increasing numbers of schools believe the only way they can implement the workload agreement is by redeploying teachers funded through the Ethnic Minority Achievement Grant (EMAG), which is designed to improve the attainment of minority ethnic pupils.
A Children Now investigation found that primary schools in the London boroughs of Newham, Lambeth and Redbridge are all considering this course of action. It is believed that many more schools will follow suit if the Government does not put extra money into the education system.
The workload agreement, which comes into force in September, will place a legal requirement on heads to give teachers half a day a week out of the classroom for preparation, planning and assessment.
