Education News: Scotland - Students miss out on extra payments

Thirteen per cent of children in Scotland who got education maintenance allowances for the full academic year 2005/06 did not meet the attendance or learning targets required to receive bonus payments, according to Scottish Executive statistics.

A total of 22,645 students received allowances throughout the fullacademic year in 2005/06. But 2,855 students did not receive any bonuspayments for meeting attendance and learning requirements.

A total of 36,460 students received at least one allowance payment in2005/06, with payments totalling 29.3m. Of these, 26,450 were 16during the academic year - this represents 41 per cent of all16-year-olds in Scotland.

Fiona Hyslop MSP, the Scottish National Party's shadow educationminister, said the high number of pupils claiming payments "means thatfar more pupils live in poor families than previously thought or thatallowances are becoming a permanent feature of education inScotland".
