The NASUWT, welcomed the development but stopped short of changing its advice to members. General secretary Chris Keates, said the Government had "recognised that the genuine concerns of teachers about the risks involved in participating in educational visits needed to be addressed seriously".
Prime Minister Tony Blair acknowledged many teachers were worried about undertaking school outings for fear of being sued.
"What we're doing is introducing some simple guidelines so if teachers follow those they are not going to be at risk of legal action," he said.
The manifesto, which will promise a school trip for every child, is due to be published in September.
