Education News: Inclusion - Special needs policy burdens teachers

The Government's policy of having pupils with special educational needs attend mainstream schools is causing huge problems for teachers, according to a major study by the UK's biggest teaching union.

The National Union of Teachers said the policy of inclusion is heaping anumber of extra responsibilities on teachers. It claimed the extraburdens are preventing teachers from carrying out their teachingduties.

The union asked Professor John Macbeath, chair of educational leadershipat the University of Cambridge, to investigate the issue and his reportwas due to be published yesterday.

A spokeswoman for the union said: "His findings are deeply worrying.Teachers are having to carry out tracheotomies, change nappies and more,taking them away from teaching their pupils. And too often, theeducation of special needs pupils is put in the hands of teachingassistants so that the teacher can concentrate on other pupils."
