During 2003/4 the Metropolitan Borough of Wirral established a Key Stage 1 behaviour project to support a number of children with significant social, emotional and behavioural difficulties. School attendance improved, as did Key Stage 3 and GCSE achievements. The authority also gained beacon council status for transforming secondary education.
