1.1% of primary pupils absent without authorisation in 2003/04 (0.7 per cent in Scotland)
John Stodter, director of learning and leisure at Aberdeen council, said: "The council has a number of initiatives offering an alternative to exclusion, including work with social work colleagues, a behavioural support base in each secondary school, and outreach teachers. We also have links to independent schools."
