The materials, developed as part of National Domestic Violence Month, will be used by the Department for Education and Skills' anti-bullying teams in visits to schools.
School staff, including support workers, should be trained on domestic violence and its effects on children and young people, the toolkit adds.
It also suggests that schools use their notice boards to distribute leaflets or put up posters about domestic violence and sources of help.
