The means-tested allowance, which was rolled out nationwide last September, pays pupils from less well-off families to stay on at school after they've turned 16.
The report from the Centre for Research on the Wider Benefits of Learning also said other government projects, such as the Home Office's Reducing Burglary Initiative, could have added to the impact of the allowance.
