Senior figures in the sector are concerned that the Bill does not fit inwith the Every Child Matters agenda, despite government concessions.
They are currently drafting amendments that could be tagged onto theBill as it passes through Parliament.
One ambitious amendment, which already has widespread support in thesector, would require schools to deliver the five outcomes for allchildren.
Christine Davies, director of children's services at Telford & WrekinCouncil, said: "There is still concern that there is no strongimperative for schools to secure the five outcomes." An alternative planis to require schools to act in accordance with local children and youngpeople plans, rather than the current requirement to "have regard" tothem.
