The document set out a specification for the youth service and what government expects to see for its money. A separate youth and community budget line was included in the education spending formula for the first time. And an extra 5.9 per cent was added to the core funding government gives local authorities for youth services. Lewis described it as a "once-in-a-lifetime" chance to revamp the service (YPN, 8-14 January, 2003, p16).

Why then are we still seeing stories in Young People Now of youth services scrabbling around for funds, cutting and restructuring services and apparently struggling to make ends meet?
