And, although it's not completely a case of deja vu, another year is ending with a government minister outlining standards for youth services to benchmark themselves against and use while putting their plans together for 2004-05.
Youth minister Margaret Hodge has contacted all services to underline what she expects from them over the forthcoming year. She says this is "our best chance in a generation to deliver a high-quality youth service" (see p2).
This sounds remarkably similar to the standards set out 12 months ago by Ivan Lewis, the then minister for young people and adult learning, when he launched Resourcing Excellent Youth Services, the final part of the Government's Transforming Youth Work initiative. Billing the document as "the most important government announcement on youth work since the 1970s", he said it effectively put youth work on a "statutory footing" (YPN, 8-14 January, p2).
