It has also allayed local authority fears, namely what theirresponsibilities will be when it comes to providing childcare, with theproposal that councils will have to "secure sufficient childcare" ratherthan provide services themselves.
However, while there's much that has pleased the sector, there are acouple of proposals that continue to cause concern. The first is theplan to scrap funding for the Investors in Childcare quality assurancescheme, while the second is the streamlining of childcare regulationsand inspections (see Analysis, p9).
According to the consultation, the Government aims to minimise theregulatory burden on businesses and public sector services and "will notregulate or inspect unless the risks justify it".
