Early years: 10-year plan to put a duty on councils

The Government is set to impose a duty on councils to provide early years education and care, Children Now has learned.

And there will be a pledge of extra funding to support childcare places in disadvantaged areas in the 10-year childcare plan, due to be unveiled by Chancellor Gordon Brown next month.

There has been no decision yet on the balance of supply- and demand-side funding, and childcare tax credits will bear the largest burden in the short and medium term. Likewise, there has been no decision on what percentage of childcare costs parents will be expected to pay, meaning the 10-year plan may be short on detail.

An insider at Number 11 Downing Street said: "The childcare plan is the beginning of a process, not the end."
