The Time to Get Equal campaign is launching in the run-up to the final phase of the Disability Discrimination Act, which will come into force in October this year.
The campaign is organised by disability charity Scope and has been welcomed by another charity Sense, which campaigns for more services for deafblind young people. Spokesman Sandeep Shah said the problems faced by disabled young people were acute.
"Like other teenagers, deafblind young people want to become more independent, but the services that can help them achieve this are often not available," said Shah.
Scope's campaign is accompanied by Disablism, a report by think-tank Demos illustrating the challenges that disabled people still face.
