Schools are obliged to record and submit information on the educationalattainment level of every pupil, based on targets set out in theNational Curriculum.
But many children with special educational needs do not reach Level 1 ofthe National Curriculum, so there is a lack of information on theirlevels of attainment.
"P" scales, which describe eight levels of attainment below Level 1, areused by many schools and have been collected by the Government on avoluntary basis since 1999.
The Department for Education and Skills is looking to make thismandatory for all schools from summer 2008; this consultation aims togather views on the idea.
