Of 16,000 young people questioned, nearly seven in 10 felt the service had a positive impact.
A significant reduction in the numbers of NEET young people was noted but the report suggests the national target of a 10 per cent reduction by November is insufficiently challenging. Each one per cent reduction would mean an additional 1,700 young people being engaged, leading to savings of 165m.
Carolyn Caldwell, executive director of the National Association of Connexions Partnerships, said: "If we meet the November target, we will have paid for ourselves. The big challenge now is how partnerships will fit into children's trusts."
