National Association of Connexions Partnerships (NACP) statistics for November 2002-04 show that in most parts of England, the service has beaten a government-set target to reduce the number of disengaged young people by 10 per cent by 2004.
But six of the 47 partnerships fell short of this figure.
The NACP applauded efforts made by partnerships during the past two years to get disengaged young people into work, education or training.
According to the figures, 123,000, or 7.7 per cent, of 16- to 18-year-olds were not in work, education or training last November. The Government target was 8.1 per cent.
Youth minister Margaret Hodge said: "I'm pleased Connexions is playing its part."
