Connexions: Study highlights problem areas for partnerships

Carolyn Caldwell, executive director of the association, said the Department for Education and Skills-commissioned report, entitled Understanding the Impact of Connexions on Young People at Risk, "lists all the essentials". She added: "The study is key to a lot of priorities of the green paper."

The report, produced by the youth affairs unit at De Montfort University, found that Connexions works best when supporting young people on the issues they face, but warns that structural tensions within the organisation and inadequate funding let it down.

The report also details several barriers the service faces in meeting the needs of young people. Researchers said that measurable results such as reductions in the number of 13- to 19-year-olds not in employment, education or training were often put ahead of outcomes such as personal development. The ability of partnerships to respond to local needs was also compromised by demand to achieve national targets.
