Commissioning: Voluntary sector is still underused

The voluntary sector is mentioned in most children and young people's plans but is rarely involved in the commissioning of services, according to an as-yet-unpublished report seen by Children Now.

The report by VCS Engage, a Department for Education and Skills-fundedproject to strengthen the involvement of voluntary organisations in theEvery Child Matters agenda, examined how involved voluntary groups werein the plans of 54 councils.

It found several examples of good practice including making mainstreamlocal authority funding available to the voluntary sector. However, thestudy also found that the voluntary sector becomes involved less andless as local authorities start to implement plans. And large, regionalvoluntary organisations tended to be represented far more than small,local community groups.
