The recommendation is made in a report from the government-backed Public Legal Education and Support Task Force, Developing capable citizens: the role of public legal education.
The authors call for a "new independent agency to be established to fill out and implement a public legal education strategy".
Barbara Rayment, director of Youth Access, said the development of public legal education is "essential if young people are to grow into responsible citizens".
