Children's Trusts: Call for ringfenced development cash

A grant introduced to help local authorities develop children's trust arrangements should be ringfenced, according to the Association of Directors of Education and Children's Services chair.

Speaking as the Government announced children's services grant allocations for 2005-06, David Hawker said the local authority change fund should be protected. "My own vote would be for ringfenced grants wherever possible," he said. He added the cash also fell short of meeting local authority needs.
