Addressing delegates at a Liberal Democrat conference fringe meeting, Kevin Williams, chief executive of Tact, argued that looked-after children could miss out unless the pupil premium is ringfenced.
"We think that the pupil premium is an excellent idea in terms of providing the resources most needed for vulnerable children," Williams said. "But without legislation clearly saying that pupil premium money has to be spent on those looked-after children that it’s meant for, it could end up in a school’s composite pot for all children with special needs."
He added that academy admissions arrangements should be brought into line with those of maintained schools, to make sure that looked-after children are prioritised.
