James Dougan, currently assistant director of social services in Islington, north London, takes up the post in June. He was previously director of the Who Cares? Trust for children and young people in public care.
Dougan will report to David Hawker, director of children, families and schools for Brighton & Hove. The post will be funded jointly by the area's primary care trust and the city council.
Almost a third of local authorities, including Brighton & Hove, have applied for children's trust pilot status. Successful schemes will be announced in the next few weeks, with a view to going live between July and the end of this year.
