Acceptance has only been received verbally and projects are awaiting written confirmation.
The Government announced the contingency fund after a slash in funding left projects facing substantial shortfalls.
Children's minister Margaret Hodge said the contingency fund would be available to Wave Three programmes primarily because of the way they profiled expenditure, with less spent in 2003/4, more in 2004/5 and amounts declining gradually in 2005/6.
Allocations for 2005/6 are to be announced this summer after the 2004 spending review.
