Al Aynsley-Green told Children Now that "financial arrangements with theDfES place some conditions on work that we might undertake".
He was clarifying comments he made to the joint committee on humanrights last week. He had told MPs that he wanted to report to parliamentrather than the DfES. But the DfES said his role was "almost entirelyindependent".
