Speaking at the union Aspect's conference last week, he told delegates he had done his best, despite his powers being the "weakest" of any commissioner in Europe. He said: "My resources are small, my offices are tiny. I simply have not been able to do everything people expected me to."
In recent months, several high-profile figures have criticised his work.
Aynsley-Green will retire next February and his successor is expected to be named by the end of the year.
