Children's centres: Secret plan to outsource support could jeopardise programme

Civil servants are concerned that a secret plan to outsource support services for children's centres could place the programme in jeopardy.

The Public and Commercial Services union has learned of an unpublishedproposal to shift work from regionally based government staff to theNational Remodelling Team.

In a letter sent to children's minister Beverley Hughes last week, theunion outlined its strong opposition to such a plan.

Staff based in regional government offices within Sure Start andChildren's Fund teams have worked closely with local authorities onchildren's centres for several years.

A reorganisation of these offices is under way and these teams wereexpected to slot into the new structure from April.

However, a Department for Education and Skills team was reportedly askedto look into shifting responsibility for children's centre support tothe remodelling team, a government quango whose work will be encompassedby the Training and Development Agency for Schools this Spring.
