A study by Children in Europe magazine reveals that in Britain there are fewer requirements for outdoor space linked to early years services than before.
Bronwen Cohen, chief executive of Children in Scotland and guest editor of the latest edition, said provision for outdoor play may have been lost in the rush to bring together children's services.
There are no national regulations regarding outdoor space in England, and regulations in Scotland do not extend to settings outside schools, such as private nurseries.
