The Government last week announced targeted funds to support change.
There will be 22.5m in 2006/07 and 63m in 2007/08 to help local authorities implement Every Child Matters: Change for Children.
Councils will also get 15m in 2006/07 and 2007/08 to help them reform the children's workforce. And there will be 1m in 2006/07 and 2m in 2007/08 to support voluntary and community organisations to engage with local change.
But George McNamara, policy advisor at charity NCH, said the money for charities was not enough. "We'd like it to be looked at again as the implementation of the strategy continues. These reforms cannot be done on the cheap. " David Hawker, director of children's services in Brighton and vice chair of the Association of Directors of Education and Children's Services, said: "It is a very small amount given the formidable task we have embarked on."
