"They need to think about taking part in the whole 0-19 agenda and recognise their role in broader community relations," said Maxine Bretherton-Budd, director of strategy and partnerships at Together for Children. "Connexions might own the target to reduce teenage pregnancy, but children's centres can have a huge impact on this issue."
The consultancy is currently helping local authorities plan for the final phase of the children's centres programme, which will see 3,500 centres built by 2010.
The issue is sparking debate because children's centres are discussing what April's local area agreements means for them.
