Phase 3 centres are to be developed between 2008 and 2010 and will be the final stage of the government's pledge to deliver 3,500 children's centres, one for every community in England. The Phase 3 centres will mainly be located in rural communities or areas that are largely affluent but have small pockets of deprivation and isolation.
The Sure Start Children's Centres: Phase 3 Planning and Delivery Guidance, issued by the Department for Children, Schools and Families (DCSF) last week, recommends local authorities consider a cluster structure for centres, where a series of separate buildings are located within half a mile of each other.
